Planning - Ability to develop comprehensive project work plan and adjust plan to changes in project needs
Staffing - Adequacy and qualifications of project staff to meet project management and technical needs; staffing availability, continuity, and performance; ability to provide the necessary resources when required to support expanded workload
Cost Reasonableness - Adherence to established budget; appropriate and efficient use of resources; cost-effectiveness; value of products and services
Appliation of Requirements and Guidance - Knowledge of technical work scope, other requirements, and guidance; compliance with requirements and application of technical guidance
Environment, Health & Saftey - Understanding of the environmental, health and safety related issues and method by which they are assessed and managed
Innovation - Ability to develop new strategies or approaches to project implementation; original solutions to technical challenges; alternative analytical techniques; successful cost and schedule savings; management efficiencies
Deliverable Quality - Completeness, clarity, technical accuracy, format, style and grammatical quality of written deliverables including text, figures and graphics
Responsiveness - Responsiveness to the client direction and instructions, work scope changes and special requests; ability to identify and resolve problems
Teamwork & Cooperation - Cooperation and coordination with clients, other contractors, subcontractors, reviewers and others; effective, proactive management; flexibility; willingness to do whatever it takes to successfully complete a project
Communication - Clarity and effectiveness of written and verbal communication with the client, other contractors, subcontractors, and others on project technical scope, schedule, cost, routine matters, and issues; ability to effectively resolve potential conflicts
Timeliness - Timely project startup; adherence to project schedule; identification of potential delays; development and execution of measures to avert delay; and on-time submittal of deliverables
Evaluation Ratings Definitions
Excellent - Exceptional performance, achieving all contract requirements
Good - Effective performance with minor issues that did not impact achievement of all contract requirements
Fair - Performance supported achievement of most contract requirements
Poor - Weakness compromised achievement of contract requirements
Unsatisfactory - Contract requirements were not achieved because of failure to meet performance criterion
