In October 2007, Randolph Construction Services, Inc. was awarded a multi-year contract from the Department of Energy, National Nuclear Security Administration’s Second Line of Defense Program. This contract known as DICCE (Design, Integration, Construction, Communications and Engineering) tasks Randolph Construction Services, Inc. to install Radiation Portal Monitors, and accompanying communication equipment, at international seaports, river ports, airports, rail and vehicle ports of entry (POE). In this tasking, Randolph Construction Services, Inc. contributes to the support of U.S. National Security interests at a variety of global ports of entry.
As of November 2009, the Randolph Construction Services, Inc. DICCE Team has completed 14 sites:
- Mongolia: 10 sites, which include 2 vehicle/pedestrian, 2 rail and 1 airport POEs along the Mongolian “silk road” and the border along Russia and China; and 5 vehicle/pedestrian POEs in remote sites of Western Mongolia
- Estonia: 1 vehicle/pedestrian POE in southern Estonia
- Austria: Design and installation oversight for Radiation Portal Monitors in support of the International Atomic Energy Agency (IAEA).
- Ukraine: 2 vehicle/pedestrian POEs on the eastern border of Ukraine that borders with Russia.
By the end of calendar year 2009, RCS will add 6 additional sites to our completion and provision of 2 Material Detection System vans to our accomplishments:
- Kyrgyzstan: 4 Vehicle/Pedestrian POEs, 1 rail POE in western Kyrgyzstan
- Romania: 2 Material Detection System vans
- Ukraine: 1 Ferry Port
- Portugal: 1 Seaport (including 3 terminals)
Work for calendar year 2010 continues to be defined, but we currently are working on or anticipate task orders for 13 installations to be completed:
- Romania: 1 vehicle/pedestrian POEs
- Ukraine: 1 Seaport and 1 Airport in the Crimea region, 5 vehicle/pedestrian POEs in Eastern Ukraine
- Estonia: 2 vehicle/pedestrian POEs
- Austria: Design and oversight of 2 vehicle and 1 pedestrian portal monitors for the IAEA
- Mongolia: 1 vehicle/pedestrian POE
- Kyrgyzstan: 1 vehicle/pedestrian POE
- Lebanon: 1 Seaport
