In October 2007, Randolph Construction Services, Inc. was awarded a multi-year contract from the Department of Energy, National Nuclear Security Administration’s Second Line of Defense Program. This contract known as DICCE (Design, Integration, Construction, Communications and Engineering) tasks Randolph Construction Services, Inc. to install Radiation Portal Monitors, and accompanying communication equipment, at international seaports, river ports, airports, rail and vehicle ports of entry (POE). In this tasking, Randolph Construction Services, Inc. contributes to the support of U.S. National Security interests at a wide variety of global ports of entry.
As of March 2011, the Randolph Construction Services, Inc. DICCE Team has completed 34 sites, delivery of 2 Material Detection System mobile vans, and provided level of effort support and oversight for full service installation of RPMs. Details are discussed below:
- Mongolia: 11 sites which include: 2 Vehicle/Pedestrian POEs, 2 rail and 1 airport POEs at borders on the Mongolian “silk road” connecting Russia and China; 5 Vehicle/Pedestrian POEs in remote sites of Western Mongolia, and 1 Vehicle/Pedestrian POE on the eastern border with China
- Estonia: 3 sites which include: 2 Vehicle/Pedestrian POEs in southeastern Estonia, and 1 in the northeast, all of which border with Russia
- Austria: Design and construction/installation oversight for Radiation Portal Monitors in support of the International Atomic Energy Agency (IAEA).
- Ukraine: 11 sites including: 6 Vehicle/Pedestrian POEs on the eastern border of Ukraine, 3 Airports, 1 Ferry Port and 1 Seaport on the Black Sea
- Kyrgyzstan: 6 sites in western Kyrgyzstan including: 5 Vehicle/Pedestrian POEs and 1 rail POE
- Romania: 1 Vehicle/Pedestrian POE bordering southern Moldova and 2 Material Detection System (MDS) vans
- Portugal: 1 Seaport (3 terminals)
- Lebanon: 1 Seaport (2 terminals)
By the end of calendar year 2011, Randolph will add an additional 21 sites to our completion totals, as discussed below:
- Kyrgyzstan: 3 sites including: 1 Vehicle/Pedestrian POE in southwest Kyrgyzstan and 2 sites at a major airport
- Romania: 2 sites including: 1 Rail Monitor site bordering southern Moldova, and 1 seaport site located on the Black Sea
- Ukraine: 9 sites including: 5 separate sites at a major airport, 2 Airports, 2 Seaports, and 1 River Port
- Poland: 2 Vehicle/Pedestrian POEs on the border with Ukraine
- Mongolia: 3 Vehicle/Pedestrian POEs in Eastern Mongolia
- Estonia: 2 Seaport POEs in Northern Estonia
- Austria: Will finalize design and construction oversight for the IAEA in Vienna
